Mr. David Mulera works as an Education Specialist in the Malawi National Commission for UNESCO (MNCU). His work involves giving policy advice to Malawi on UNESCO matters. His work also involves project/programme proposal development, coordination, implementation, monitoring and evaluation. He has organised and facilitated numerous workshops, seminars, and conferences, both local and international, addressing a wide range of topics in education. Among other programmes he has been involved in include Regional training course on guidance and counselling for Africa involving 27 member states; Capacity Building on Education for All (CapEFA) Malawi project support towards Technical and Vocational Education and Training (TVET); and the South Korean Bridge Malawi programme. He has also carried out consultancy work for various organisations.
Mr. Mulera is currently acting Deputy Executive Secretary of MNCU. He holds a Master of Education in Policy, Planning and Leadership, a Bachelor of Education in Sciences (Maths and Physics) and a Diploma in Education from Chancellor College, University of Malawi. He also possesses postgraduate certificates obtained from the International Institute for Educational Planning (IIEP), Paris: (1) Advanced International Post-Graduate Certificate in Educational Planning; (2) International Post-Graduate Certificate in External Quality Assurance for Higher Education. He participated in the 2015 Global Citizenship Education Training at the Asia-Pacific Centre of Education for International Understanding (APCEIU). As part of follow up to his training, he led the introduction of GCED training programme for Teacher Educators from Colleges and teachers from some primary and secondary schools in Malawi.
He has published several articles in peer reviewed journals. His current research interests are in non-formal education and secondary school education provision. His research interests are inspired by what the statistics on the education landscape after the period of implementing the Millennium Development Goals have revealed, that there are many learners that do not benefit from the learning that goes on in the formal primary school level as majority of them either drop out or come out of primary level of education without acquiring basic literacy and numeracy skills, and majority of those that persist to stay on to the last grade of primary level do not have a chance to proceed to secondary level because of limited access. Yet, these make up a large proportion of the adult population that is supposed to champion sustainable development.
